project doesn't know about.  It seems that people have decided to
contribute programs to the GNU project, but haven't told us!

Anyone can release a program under the GNU GPL, and if you'd like to
do that, please go ahead.  But if you'd like to make it a GNU program,
part of the GNU project, please contact gnu@gnu.org.  Then we can
discuss the project and come to a mutual agreement about it.

Please contact us as early as possible--please don't wait till the
program is ready for release.  That way, we can help people working on
similar projects get in touch with each other and avoid duplication of
effort.  We do know of projects in progress that haven't been publicly
announced yet (because the authors haven't announced them yet), and if
you contact us we can put you in touch with them.
