In the second paragraph of http://lwn.net/2000/0203/commerce.php3 you refer to a page of mine where I describe funding possibilites for OSS / FS projects via the EU's Information Society Technologies (IST) programm. It took a while, but the rate at which OSS projects within this programm are launched seem to increase. 3 projects with a funding volume of 1.7 Mio Euro were launched in May and June 2001.
