 - took dummy plug code out of security.c and

 - cleaned up logic in newque/newary/newseg		(Lachlan McIlroy)
 - added hooks for bdflush and syslog			(Wayne Salamon)
 - fixed compliance with CIPSO option on the 
   decode_options hook					(James Morris)
 - added hook for quota_on and added parameters to
   quotactl hook					(Lachlan McIlroy)
 - move various ipc associate hooks to calculate
   id only once.					(Chris Wright)

 - revised the message queue hooks to address 
   pipelined IPC					(Chris Vance)
 - added quotactl hook					(Lachlan McIlroy)
 - spelling fix						(J. Melvin Jones)
 - bug fix in filp_close				(Lachlan McIlroy)

The hooks in security.h _really_ need some documentation.  Patches for
this would be greatly appreciated.
