Subject: Document updated: Linux-HA heartbeat message formats

A long time ago, I documented the message formats I used when I wrote
heartbeat.  Quite a while ago (version 0.4.0), I changed message formats rather
drastically, and obsoleted that document.

It remained obsolete until now.  I've documented the current message format
again, and put it up on the web in the same place as before:
