The bug described below has been fixed in ProQuake, the author
J.P. Grossman has released ProQuake 1.02, this version also introduces a
pq_draqfps console variable.

ID was checking for a message and if the packet size was zero then it was
an error, then preventing any more connections.  Yet another ID Software
bug. :)

Again, this has only been fixed in ProQuake as far as I know.
