Subject: LPI plans to update certification Level 1

LPI plans to review and update its first certification level.  There are
two circumstances that prompted us to start working on this:

1) From the Job Analysis Survey that we had last February and March for
Level 2, we also obtained up-to-date information on what tasks are
appropriate for Level 1 (rather than Level 2).

2) We have been noticing that some of the Level 1 objectives have been
growing stale.  For instance, objective 1.13.5 (in test 102) mentions BIND
version 4, which was in Linux distributions when the objectives were
formulated 2 years ago but is no longer included in any major Linux 
distributions.

Also note that 2 years is the time frame that we anticipated for regularly
updating the objectives (http://www.lpi.org/a-policies.html consensus
point IX).  So the time is ripe to review and update Level 1.  The steps,
with a tentative schedule, are:

* Refresh the web-based development tools POMS and TIPS (finish early
June).
* A small team of people revise the objectives based on the latest
JAS (finish late June).
* Open the new draft objectives to public review (through July).
* The new test objectives for Level 1 get frozen (late July).
* A list of the changes and their motivation will be distributed, for the
convenience of students, trainers, and publishers (mid-August).
* All current Level 1 exam items are reviewed for performance and
conformance to the new test objectives (mid-September).
* Simultaneously, new test items are written conforming to the new
objectives, and reviewed (late September).
* The revised test items are added to the L1 tests; they do not count yet
for the exam result, but during some period we collect statistics to
assess the quality of the new items (late October).
* The final new exams are published (mid November).

Please note that during the months ahead, development of Level 2 has
highest priority, and resources and time will be committed to that project
ahead of the update of Level 1.
