ChangeLog interviews from LC '99

The "Linux Conference '99" was held in Yokohama, Japan, in December of 1999; it was organized by the Japan Linux Association. During this conference, ChangeLog editor Maya Tamiya carried out a couple of interviews with Linux developers who were attending the conference.
